Crisis Landing AI instructions

Before non-trivial work, read:

1. !spec/_shared/MR-PROJECT-crisis-system-architecture.yml.
2. !spec/MR-PROJECT-crisis-landing.yml.
3. Relevant active MR-SLICE-*, when one exists.
4. Current source involved.

!spec/_shared is generated from Crisis-OU/crisis-project and must not be edited here.

crisis-landing owns the public marketing/content site. crisis-web owns simulator access/redirection. crisis-sim owns the complete simulator backend and frontend.

Specifications own intended behavior, ownership, invariants, contracts, and rationale. Current source/manifests own exact implementation and versions. If they disagree, determine whether source regressed or the spec is stale.

Make the smallest coherent change. Do not invent current state, mix unrelated cleanup, weaken tests, or duplicate information cheaply discoverable from source.

Substantial AI-assisted changes use a chatgpt/<topic> branch and pull request. Never merge unless explicitly asked. Use repository-defined verification commands.
